BER Implementation Dates in Ireland?

The requirement to provide a BER rating is being introduced on a phased basis as follows:

New dwellings: The BER regulations apply to new dwellings, for which planning permission was applied for, on or after 1st January 2007. Transitional BER's exemptions will apply to new dwellings for which planning permission is applied on or before 31st December 2006, where the new dwellings involved are substantially completed on or before 30th June 2008.

Existing Buildings (dwellings and other buildings) when offered for sale or letting on or after 1st January 2009.

The EU Directive on the Energy Performance of Buildings (EPBD) contains a range of provisions aimed at improving energy performance of residential and non-residential buildings, both new-build and existing. This Directive was adopted into Irish law as Regulation in 2006.

The EPBD requires specific forms of information and advice on energy performance / ratings to be provided to building purchasers, tenants and users. The Building Energy Rating (BER) and advice provides consumers with information regarding the energy performance and energy managment of a building and enables them to take this into consideration in any decisions on property transactions.

As part of the Directive, a Building Energy Rating (BER) certificate is required at the point of sale or rental of a building, or on completion of a new building.
